5.1 Quota Methods

quota rule

assign the whole number just above or below the standard quota.

Hamilton's Method

1. Find the standard divisor.
2. determine each states standard quota. (round down to a whole number). Each state gets that number of seats with a minimum of 1 seat.
3. left over seats are assigned one at a time to states according to the fractional parts of the standard quotas.
