public policy | A choice that government makes in response to a political issue. A course of action taken with regard to some problem. |
democracy | A system of selecting policy makers and of organizing government so that policy represents and responds to the public's preferences. The people get to choose we make decisions for them. Must have certain freedoms, and equality. |
democratic theory | key principles that specify how governmental decisions are made in a democracy. Equality in voting, Effective participation, Enlightened understanding, Citizen control of the agenda, Inclusion. |
pluralist theory | theory in which groups with shared interests influence public policy by pressing their concerns through organized efforts |
power elite theory | Wealth equals power. an upper-class elite pulls the strings of government. |
hyper-pluralist theory | a theory of government and politics contending that groups are so strong that gov. is weakened. extreme, exaggerated, or perverted form of pluralism. |
policy gridlock | occurs when no coalition is strong enough to form a majority and establish a policy. nothing may get done. |
