William McKinley He was the president of the United States during the time of the American occupation.

Jones Law or Philippine Autonomy Act August 29, 1916 - this act placed legislative control under the Filipinos and was authored by William Atkinson Jones.
October 1916 This was the month that the Philippine Legislature was first enacted in Manila. Manuel L Quezon became the Senate President and Sergio Osmena Sr was Speaker of the House of Representatives.
