Main Idea of Apportionment | "If a state has 30% of the population, it should get 30% of the seats." |
% of Population for a state | The states population divided by the total pop (and then expressed as a percent) |
Step 2 of Apportionment | Now multiply the percent of the pop (put decimal back where it was before moved for percent) by the total # of seats to get each seats fair share. |
Cannot give state | a fraction of a seat |
Another way to compute fair shares | take the total pop and divide it by the # of seats. This is called the standard divisor and it tells us how many people each state represents. |
So to finde the fair share for a state | take the pop of that state and divide it by the standard divisor. |
