This was a note sent to Mexico by the Germans in order to create an alliance against Britain. The Germans proposed to the Mexicans that they could recover the territories of Texas, New Mexico and Arizona from the US. The note was sent through the British telegraph lines, which translated and sent a copy to Americans. Of course this enraged the Americans spurring ideas of declaring war.
