Step 1 Bill is proposed.
Step 2 Goes to standing committee.
Committee either sends bill to floor, or it dies.
Step 3 Floor action:
Bill is debated; they vote to send bill on, or it dies.
Step 4 If the bill has been through both houses it goes to conference committee if different version of bill was passed in each house.
Step 5 Bill goes to the President. He has 10 days to either veto the bill or sign into law.
Veto? If President decides to veto the bill, it gets sent back to Congress; both House and Senate must have 2/3 majority vote to override veto.
