Categorical Grants

federal grants for specific purposes, such as building an airport

Cooperative Federalism

A system of government in which powers and policy assignments are shared between states and the national government. They may also share costs, administration, and even blame for programs that work poorly.

devolution

the delegation of authority (especially from a central to a regional government)

fiscal federalism

The pattern of spending, taxing, and providing grants in the federal system; it is the cornerstone of the national government's relations with state and local governments.

Formula grants

a United States federal grant specifying a precise formula in the legislation creating the program.

fourteenth amendment

ratified in 1868, defining national citizenship and forbidding the states to restrict the basic rights of citizens or other persons.

marble cake federalism

Cooperative federalism is known as "marble cake Federalism"... and is based on a mixing of authority and programs among the national, state, and local powers
