pocket veto | if the President takes no action on a bill within ten days, it becomes a law without his signature, providing Congress is in session. This is what happens when Congress is not in session before the 10-day period. |
filibuster | informal term for any attempt to block or delay Senate action on a bill or another matter by debating it at length, by offering numerous procedural motions, or by any other delaying or obstructive actions |
elastic clause | grants national government the right to make all laws that are necessary and proper for carrying out its delegated powers. |
