The Japanese thought that they were outmatched by the USA, and wouldn't win a long war, so instead, they launched a surprise attack.

What happened when the United States declared war on Japan?The United States declared war on Japan in response to Pearl Harbor, because Americans felt that the act had to be avenged. Pearl Harbor served to unite America, and prompted even the isolationists to agree to war with Japan.
