andimed23 : Talleyrand was the French foreign minister under Napoleon. He told all of the citizens not to be mad at France if Napoleon did not succeed, and to be mad at Napoleon himself. Talleyrand also stepped up as one of the 4 Great Powers after Napoleon was exiled to Elba. He issued Louis XVIII back to the throne, restoring the bourbons. He set up a constitutional monarchy, kept the Napoleonic codes, and established an equality system that allowed anyone(no matter what class) to be able to run for Parliment.
