Shay's rebellion proved that the Articles of Confederation were too weak. If we can't handle this, how can we face-off another country?

ANTIFEDERALISTS: led by Thomas Jefferson wanted: 1. strong state governments 2. no nationnal bank 3. Constitutiion to contain individual rights

Compromised: strong central or federal government, national bank, capital moved from New York City to Washington D.C., Bill of Rights (1st 10 amendments)
separation of powers 3 branches of government to keep too much power being in one hand (remember---they just got out from under the rule of King George III)

checks and balanceshow each branch "checks" on the other:
1.veto---overide veto---judicial branch can rule the law unConstitutional
2. President has to ask the Senate to declare war
3. President nominates for Supreme Court, but Senate confirms
4. H of Rep presents bills dealing with money---Senate must approve, as well
Bill of Rights --1st 10 amendments
--protected the rights of the people
--Anti-Federalists would not approve Constitution unless the Bill of Rights were included
Great Compromise Virginia Plan----representatives based on population (big state!)
New Jersey Plan---each state has same number of reps (small state)
Compromise: bi-cameral legislature (House of Rep by population and Senate---each state has 2)
3/5 Compromise every 5 slaves counted as 3 people in the census for House of Rep members
This gives southern states more representatives/trying to even up power.

President---35, 4 year term, 10 year max

judicial branch interprets the law
Supreme Court---no age limit, no term limit

2nd---bear arms
3rd---quartering soldiers

14th--gave greed slaves due process/rights of citizenship
