Refers to government agencies—including the police, courts, and prisons—that are charged with enforcing laws, passing judgment on offenders, and correcting criminal behavior. Prevention and intervention focus on juveniles and their families. These programs include social service agencies, community outreach programs, and the police. The police can prevent crimes when they focus on hot spots and being present, however they have no control over poverty, unemployment, low educational opportunities, and neighborhood deterioration.
