-Framework that guides how the nation conducts all hazards incident response.
-Triggered when the disaster is beyond the capability of the community (state and local gov't can't manage and asks the fed gov't to help)

Incident command system
-Common organizational structure implemented to improve ER response.
-Timely and coordinated response by developing plans and roles for all involved.
-Local
*All response begins at the local level, where the disaster management plan is implemented and responders are deployed.
Who to prioritze first during a disaster?
-First: Those who are most critical but savable
-Second: Anyone who can wait 30-40 mins.
-Third: Minor injuries
