A town which goes beyond its statutory duty to provide education and training for those who require it and instead creates a vibrant, participative, culturally aware and economically buoyant human environment through the provision, justification and active promotion of learning opportunities to enhance the potential of all its citizens.
Learning Needs Audit (LILARA)
A tool to enable people within an organisation or Local Authority to understand the various aspects of a learning city or region by responding to questions or exercises. In so doing they assess their own needs for learning and their opportunities for contribution.
A region, urban or rural area, that has sufficient size to encompass and mobilise the key players for the purpose of developing lifelong learning.
Any organisation or person that can contribute to, and/or benefit from, the creation of a learning city or region in the locality.
A tool that enables stakeholders to learn about learning region matters and how they can enhance the performance of stakeholder organisations in the city or region through their responses to a set of questions or exercises. The phrase was coined for the European Commissions's INDICATORS project. It sets up a dialogue between the creator of the audit and the respondee by soliciting opinions, and engaging the respondee in the process of learning.
