What does NPDES stand for, and how long does a NPDES permit last?
NPDES stands for the National Pollutant Discharge Elimination System. Its purpose is to restore and maintain the chemical, physical, and biological integrity of the Nation's waters. A permit lasts five years, and they are administered by the states.
What is the difference between Positive analysis and Normative Analysis?
Positive analysis is the description of causes and effects. It is objective and value neutral. Normative analysis is determining what should be done, or the "proper" or "correct" policy. It is subjective, and value based.

The first step is to define the problem. During the Flint water crisis, the city's water system did not implement corrosion control in the pipes in order to save money. This led to the pipes corroding and lead leaching into the city's water reservoir, creating highly unsafe lead levels.

The ESA is a command and control, remember "Thou shalt not let species go extinct!"
The Chittenago snail is a good example of the ESA designating critical habitat which applies to the area occupied at time of listing that is essential to the survival of the species, all federal land and any private land where federal loan, funding, or permit is involved. This may also require special management or protection. In the case of the Chittenago snail a captive breeding program was used.
What does EIS stand for and what is the function of it?
EIS stands for Environmental Impact Statement. The function of an EIS is to analyze the environmental impacts of major federal activity that could have a significant environmental impact on habitat and ecosystems.

A procedural republic emphasizes rights and institutions. Jefferson would be more opposed to this because there is no public engagement, even discouraging it.
What are external costs? Give an example.
External costs are the spill over affects of an action or transaction, or the costs not accounted for in the market price. An example would be that market-based commercial fishing has negative effects on fish populations, but those negative population effects are not accounted for.
What is the porter hypothesis and why is it important?
The porter hypothesis proposes that well-designed regulation (not ALL regulation) should in theory enhance competitiveness leading to innovation and improved environmental and business performance. It suggests environmental policies should be designed to stimulate innovation. It is important because it provides hope that what is good for the environment is also good for business.
