-people who favor strong national govt. point out state laws & services very widely therefore opportunities are not always equal
-think it needs to play a stronger role to ensure equal opportunity for people in all states
-others feel that some problems are too big for individual states

must be US citizen;
state reps- age 18 or 21, serve 2 yr terms
state senator- age 21 or 25, serve 4 yr terms

the governor appoints a judge from a list prepared by judges, lawyers, and citizens, then voters cast a yes or no vote on whether they want the judge to stay in office
