Government positions in imperial China were filled. Before, their government was in a form of a dynasty, a series of rulers from the same family. How does this work? To start of the dynasty usually a grandfather or father could rule. For example, if the grandfather started the dynasty, then if he died, next in line would be the son. After that it would keep going down the family line. The family had to be blood related in order to rule. This was controlled by a family-men bloodline. This caused a corruption because sometimes the ruler did not have even ability, skill, and responsibility to be in charge. Then the Tang dynasty started the merit system. The Song expanded the merit system. Sometimes someone's wealth gt them a government position. Throughout, the merit system was fair, successful, adjust, and more smoothly run.
