When the pendulum is at its highest position, it has the greatest potential energy. As the pendulum starts to swing down, the potential energy changes to kinetic energy. At its lowest position, the pendulum has the greatest kinetic energy. As the pendulum swings back up, the kinetic energy decreases and the potential energy increases.
