This connects the list to fields in the xml. If this field is changed, it will break the link to field unless the xml is also updated. The xml need not be updated if you are editing an existing picklist; only if you are adding a new picklist.
This is the internal key to the system - it will be system generated when importing the file.
This is either Active, Obsoleted, or Deleted. Active shows up in the dropdown. Obsoleted does not show in the dropdown, but links data and remains reportable. Deleted is treated as if it never existed, and breaks links to data.
Change a picklist label
Edit the label in the appropriate language in the .csv file without changing other fields
Add a new picklist item
Insert a row to the spreadsheet and enter in the appropriate ^picklistId, minValue, maxValue, value, status, and labels.
DO NOT enter an optionID.
Change picklist order
Change the order of the rows in the spreadsheet.
Delete a picklist item
Change the status of the item to DELETED.
Mark a picklist item obsolete
Change the status to OBSOLETED.
