There are only 27 amendments because the process for making an amendment become ratified is complicated.
The Virginia Constitution states that when amendments are proposed in the State Senate and the House of Delegates votes for proposal and it will move to the voters if it reaches a majority from both houses. During the next election voters will vote on a proposed amendment. If it reaches the majority of voters who attend then the amendment will be passed.
