Changes to the Constitution that will alter the law of the land or establish guidelines that the entire nation or state must follow.
The Constitution provides that an amendment may be proposed either by the Congress with a twothirds majority vote in both the House of Representatives and the Senate or by a constitutional convention called for by two-thirds of the State legislatures. None of the 27 amendments to the Constitution have been proposed by constitutional convention. It is Ratified by 3/4ths of the states (38)

Why are there so few amendments to the U.S. Constitution?
There are only 27 amendments because the process for making an amendment become ratified is complicated.
The Virginia Constitution states that when amendments are proposed in the State Senate and the House of Delegates votes for proposal and it will move to the voters if it reaches a majority from both houses. During the next election voters will vote on a proposed amendment. If it reaches the majority of voters who attend then the amendment will be passed.
