An embryo needs to get blood to the left side of the heart, but it has trouble contracting the right ventricle hard enough to pump the blood through the lungs and then back into the left atrium.
To make sure that the left atrium/ventricle still gets O2 rich blood there needs to be a way to pump blood from the right atrium directly into the left atrium (foramen in the septum between the right and left atrium)
This only works in fetus's because they are receiving O2 rich blood from the mother.
