No, I do not think that instruction is the only answer. Some people just aren't very good at following directions, and they need to be shown how to do something hands on. Also, sometimes the fault lies on faulty equipment or poor communication and not the person.

A needs analysis is a process of identifying goals and problems or issues and their possible solutions. This process also identifies things that are necessary and unnecessary, as well as those that should be avoided.
