Kennedy military Strategy
(1961) Called for a flexible response. negotiating neutrality for Vietnam or escalation in Vietnam. The compromise was to fight, but only with advisers.
Gulf of Tonkin
(1964) Congress grants the executive branch to use "all necessary measures" to repel armed attacks and prevent further aggression.
Escalation into Vietnam
(1964-66) "Limited War" no extra pushes shall be necessary since the goal is to only support Vietnamese troops in preventing a communist take over.
