Mussolini met with PNF militia leaders to plan a 'March on Rome'.
Urgency of Action
Mussolini knew that by armistice day (4th November) the streets would be flooded with soldiers.
27th October 1922
The fascists leadership decided to seize the northern cities and central cities not already under PNF control. And then move against Rome the following day (28th).
Events of 27th October
On that night PNF squads took over town halls, telephone exchanges, post offices and railway stations.
Midnight on October 27th
30,000 blackshirts assembled in three towns outside Rome ready for the march.
Early hours of morning on 28th of October
The Facta government persuaded the king to introduce martial law so the fascists could be stopped.
Facists vs Rome Garrison
The 30,000 lightly armed fascists now faced 28,000 strong Rome garrison, which was well trained, better equipped etc.
October 27th morning
By 9am Victor Emmanuel III had changed his mind and refused to sign martial law declaration.
The kings refusal to sign martial law brought Mussolini and the PNF to power.
