Modeling tab --> Manage roles. (IN DEPTH: In PowerBI Desktop, Modeling Tab on the ribbon, select "Manage Roles" (near top right corner). Select "Create" and provide a name for the role. Select the table that you want to apply the DAX rule. Enter the DAX expression (make sure to validate the expression), select "Save")
Where are users assigned to specific roles for row level security?
You CAN'T assign users to a role within PowerBI Desktop. You must assign them in the PowerBI Service. Once Published on PowerBI Web, locate "DATASETS" and hover over the report you want to set RLS on then click on the ellipsis (three dots) and select "SECURITY" (the roles you previously added in PowerBI Desktop appear here). Select a role and add members/users to it. PowerBI WEB --> DATASET --> NAME --> SECURITY

You can copy and paste M language into the query editor. On the "Home" tab of the ribbon you can paste your M language into the "Advanced Editor" or you can paste your code into the formula bar in the query editor
Can you share a single report with someone?
NO, you can't share a report with someone, we share workspaces with them. And if you share a workspace, they can see all Dashboards/Reports in that workspace. So, if you had a super-secret report that only your CEO and his leadership team would need to see, you'd need to publish that in a different workspace than the content that you wanted to share with everyone.
