Can you give two definitions of democracy?
Democracy can mean either that everyone votes on all government issues (direct democracy) or that the people elect representatives to make most of these decisions (representative democracy).
Why is democracy alone not sufficient to protect freedom?
Democracy means rule by the people, either directly (as in a town meeting) or indirectly (by selecting leaders). But democracy without guarantees of personal liberty may allow popularly elected officials to oppress a minority.
What is the difference between a parliamentary system and a presidential system?
Each system is a way of organizing a democracy. In a parliamentary system, all national authority is vested in an elected national legislature that then chooses the chief executive (usually called the prime minister). By contrast, in a presidential system, power is divided between a separately elected president and legislature (in the United States, that would be Congress), and there are courts that can declare a law unconstitutional.
