10 steps for an ethical decision
-Define the problem
-Identify the goal
-List Applicable law or regulation
-List the ethical values at stake
-Name all the stakeholders
-Gather additional information
-State all feasible solutions
-Eliminate on ethical options
-Rank remaining solutions
-Commit to an implement the best ethical solution
When reporting suspected violations
-Expected violations of a criminal statute should be reported to the immediate supervisor of the person suspected and the DAEO or to a law-enforcement official
-any report of any violation may be made to that DoD Inspector General
-DoD personnel must cooperate with an official investigation of a possible violation
What resolving a real or pan violation
One must go first to the lowest possible commend level
Resolution of the violation will be accomplished by using one or more of the following
- Disqualification
- Limitations of duties
- Divestiture
- Transfer or reassignment
- Resignation
- Exemption under 18 U.S.C 208 (b)
- Other appropriate action

Buying in
When contractors submit an offer although their anticipated cost
Kickback
Any money, fee, commission, credit, gift, gratuity, thing of value or composition of any kind, which is provided, directly, or indirectly to any prime contractor, prime contract employee, subcontractor or subcontractor employee
Gratuity
A favor gift usually in the form of money given in return for service
Exceptions to a gratuity
-Gift of $20 or less not to exceed $50 per year
-gifts based on print personal relationship
-discounts on similar benefits
-awards and honorary degrees
Adverse actions against contractor can include
Civil damages, criminal damages, administrative action
Civil damages
Monetary penalty for violation of laws regulations etc.
Criminal damages
Monetary damages and or imprisonment
Administrative actions
Voiding and/or rescinding contracts termination for default, and recommendation for suspension and debarment
