Operational guideline 4.2 - protective clothing applies to?
-all members of Portland fire and rescue, regardless of their rank or function.
It is the intent of operational guideline 4.2 - Protective clothing
That no member shall cause an unnecessary delay in any emergency operation by not being fully prepared to engage in such operation by virtue of not wearing the appropriate level of protective clothing
Full protective Clothing
Fire fighting helmet with face shield, poly butyl isonate (PBI) hood, Turn out coat and pants, boots, and structural fire fighting gloves. Approved by PF&R. Maintained in good condition and replaced immediately when damaged or worn.
Where will full protective clothing be worn?
Full protective clothing shall be worn at all incidents where there is fire or potential, any time IC or officer in charge says. Full protective clothing and SCBA to be worn at overhaul operations.
When dispatched from quarters?
all members shall don the appropriate level of protective clothing prior to response. Chief Officers and apparatus drivers are not required to wear full protective clothing while driving their vehicle/apparatus; they shall don the appropriate level of protective clothing after arrival when operating within the fireground/emergency perimeter (reference OG 4.4 -Fireground Safety). Chief Officers are not required to wear protective clothing when operating inside a vehicle.
When is wearing of Full protected clothing exempted?
The wearing of full protective clothing is exempted under unusual response circumstances, including extremely long responses or when dispatched while available on radio. PF&R members will not be permitted to don their protective clothing in a moving vehicle/apparatus if they must remove their seat belt to do so.
When are members not required to wear their helmets?
Members riding in an enclosed cab apparatus are not required to wear their helmet.
Members riding apparatus in an exposed position (i.e., any position on the apparatus without a roof overhead)?
Shall wear eye protection and or their helmet with the face shield in position to provide eye protection.
When operating forcible entry equipment and tools?
Appropriate protective clothing shall be worn. Hearing protection should be considered as well.
What shall be utilized any time the need for eye protection is necessary?
The helmet face shield, at a minimum shall be utilized any time the need for eye protection is necessary.
What are examples of a time when the need for eye protection is necessary?
Examples are: tasks such as overhaul, operating hand or power tools, or fighting fires where the Self Contained Breathing Apparatus (SCBA) facepiece is not being used
When shall structural firefighting gloves be worn?
Structural firefighting gloves shall be worn when engaged in firefighting (including overhaul), training with hose and ladders, using hand or power tools, and any other situations where injuries to the hand are likely to occur. Lightweight leather gloves (i.e., wildland gloves) shall not be used in lieu of structural firefighting gloves.
What shall be attached to helmets?
Only equipment approved by PF&R's Safety Committee shall be attached to helmets.
-This includes helmet-mounted flashlights.
-Only wooden door wedges may be strapped to the outside of the helmet with a bureau issued rubber helmet band. . The side reflecting stickers will need to be moved above the band and the rear reflective sticker placed at the bottom of the company number. If necessary, a strip ofVelcroTM may be added to the rubber strap to further secure the helmet shield andthe company number patch on the rear of the helmet.
-Only approved stickers may be attached to the outside of the helmet. Helmet chinstraps shall not be fastened above the helmet brim and shall remain buckled and under the chin when the helmet is worn.

-American flag (left side)
-the Star of Life (both sides)
-the Hazardous Materials (HAZMAT) 704 diamond (both sides)
-our Local 43 reflective sticker on the brim next to the name sticker on the right side

The IC may modify the wearing of full protective clothing inside the fireground perimeter.
What is the minimum level of PPE a fire investigator can wear.
Under all conditions the minimum level of protection required shall be helmet, gloves, and approved footwear.
Where are the requirements for utilizing the SCBA cited?
O.G. 4.1 - Respiratory Protective Equipment.
Minimum level is level C, consisting of SCBA, full firefighting turnouts with non permeable gloves, and boots.
What is the minimum level of PPE required at Hazmat Incidents?
Consultation with the hazmat team is recommended. Specialized protective clothing available only to the hazmat team may be required.
What does "level C" PPE consist of?

Fire investigation PPE
-Full protective clothing and sufficient respiratory protection shall be worn when performing investigatory duties inside the fireground perimeter.
