slow, gradual change and blacks to work alongside whites
had to be able to read and write. this was directed towards former slaves because it had been illigal to learn/teach to read or write while enslaved. the test was designed for people to fail, so they added exeptions such as having at least 40 acers worth 500$ or serving as a veteran or having a relative that served. This targeted african americans because their relatives were enslaved, and not veterans. Whites could easily pass, but africans couldnt.
