According to the popuolar theoretical model (wheeler, 1994) for the cultural diversity training of RTs, there are four levels of cultural competency.

1. lowest: unconsciously incompetent: meaning therapists do not know what they do not know about cultural diversity, and are unaware of their own cultural prejudices, biases, sterotypes, and reactions to diverse clients.
2. second level: consciously incompetent, meaning the therapists have inadequate cultural knowledge and sensivitivity, but are aware of thier own cultural biases and values and are motivated to increase their cultural understanding and effectivenss.
3: third level is consciously competent, meaning the therapists hfave and apply awareness and comprehension of cultural diversity in implementing TR programs.
4. fourth level and highest level: unconsciously competent, meaning therapists know how to provide culturallhy competent tR services, and do so naturally without having to think about it.
