Community Safety Education Act (SB 30, 85th Legislative Session)
Provide information to drivers, the public, students and LE on interactions between officers and motorists. It includes instructions to drivers on how they should react and communicated with officers during a traffic stop.
The Civilian Interaction Training course is a required course to be completed no later than the _____ anniversary of the date the officer is licensed, unless the officer complete the training as a part of their basic training.
Seven Step Violator Contact Method
1. Greeting and identification of the police agency
2. Statement of violation committed
3. Identification of driver and check of conditions of violator and vehicle
4. Statement of action to be taken
5. Take that action
6. Explain what the violator must do
Greeting and Identification of the police agency (Step 1)
Identify yourself and state the agency you are with
Smile and speak in a quiet voice
*Courtesy we owe to every citizen stopped
Statement of violation committed (Step 2)
Officers owe the driver the courtesy of telling them why they were stopped.
should emphasize the seriousness of the situation
offer the subject and Opportunity to Justify their actions
remarks made by the officer should be in the form of a statement rather than a question
Identification of driver and check conditions of violator and vehicle (Step 3)
Identify driver by requesting their driver's license. If they don't have their DL, ID driver by age, height, weight, eyes, hair, marks and address.
*after identifying driver, call them by their name through rest of encounter.
Statement of action to be taken (Step 4)
made in a firm but calm manner that will leave no doubt as to the action planned
Take that action (Step 5)
write the citation, take the violator into custody, or call his attention to the seriousness of the violation and the consequences
Explain what the violator must do (Step 6)
explain to the violator exactly what actions they must take. A short explanation serves to dispel much uncertainty in the mind of the violator. Make the explanation clear and be sure the violator understands.
Leave (Step 7)
This is the appropriate time to notify the driver that they are free to leave. Leaving comments should be sincere, but firm and as impersonal as the approach.
*when violator contact has been broken, immediately return to the patrol car.
Proper Civilian Behavior
Officer demeanor on traffic stops should....
-officers should treat motorists with respect and dignity
-common courtesy to ID themselves when asked to do so by a citizen
-instruct driver to read info on citation regarding their obligation to appear in court
-received CLEAR CONSENT for a search, get a signed statement - remember the person who consented must be present during search and somewhere they can retract or cancel their consent at any time

Provide public education relating to the agency's compliment and complaint process, including providing the telephone number, mailing address and email address to make a compliment or complaint with respect to each ticket, citation or warning issued by a peace officer.
False Identification Offense
A person commits an offense if she/he give a false or fictions name to a LEO who has lawfully arrest or detained the person.
Evading arrest or detention offense
A person commits an offense if he intentionally flees from a person he knows is a peace officer or federal special investigator attempting to lawfully arrest or detain him. You will be subject to a higher penalties if you use a vehicle or watercraft while evading arrest or cause injury to another person.
In Texas, citizens have the right to make video or audio recordings of almost any transaction to which they are an active participant or witness.
True - This includes interactions with LE, such as traffic stops.
