This is because by changing the culture of the Muslim community, you also change certain beliefs that the Islamic religion is built up of. Also, Muslims probably came into contact with other communities and learned their ways, thus changing their beliefs.

The hijab, a headscarf covering the head and neck, allows the most freedom of movement. It looks like cloaks are better than burkas for mobility and sight. They also appear more veil-like than hijabs; veils were viewed as a sign of status and of a woman deserving respect in ancient Mesopotamia.
