Lk 45: The three ideal-typical styles of governance are internally consistent: they each have a clear and distinct internal logic. Hierarchy produces legal instruments because they can be controlled hierarchically. A typical network governance outcome like a consensus builds on mutual trust, not on hierarchical power play, and therefore does not fit into the logic of hierarchical thinking, nor in the competitive logic of market governance.
