1912 presidential election; Wilson ran under slogan of New Freedom which promised to improve the banking system, lower tariffs, & break up monopolies; would deliver promises through passage of the Underwood-Simmons Tariff, the Federal Reserve Act of 1913, & new anti-trust laws. Though weak on implementing social change and showed little interest in plight of Af. Americans, he did eventually support some labor reform. At beginning of WWI, Wilson kept America neutral, but provided the Allies with credit for purchases of supplies. However, the sinking of US merchant ships & news of Germany encouraging Mexico to attack America caused Wilson to ask congress to declare war on Germany.
