I don't think the Geneva Accords eased American concerns about a domino effect in Southeast Asia since they believed that the Communists would win the election. The reason why they didn't support the peace agreements and general elections was also due to these concerns. The goal of these elections was to reunify the country under one government and it was likely that Ho Chi Minh and the Communist Party would be the winners.
