Clothesline is kept stretched by its own horizontal tension. Placing a wet towel on its center means that there is now a gravitational force, ie. weight of the towel, pulling the clothesline down.

The question is now whether the vertical component of tension can equally counterbalance the gravitational force..

The clotheslines are usually not very thick and while they are elastic/tense enough not to break, they do not have enough tension not to bend at all when wet towel is placed on the center, making the answer (most likely) no.
