For the angle of the slope with the positive x-axis between 90$^o$ to 180$^o$ it is negative and if the angle is zero then the slope is zero. Now the slope of the graph is velocity, so the value of the slope is corresponding to the value of the slope. For point D it is lying on the line which makes an angle 90$^o$ to 180$^o$ with the positive x-axis, hence velocity is negative.
