Atoms can develop a temporary dipolar arrangement of charge as the electrons move around the nucleus. This means that the atom becomes a dipole for a moment. This instantaneous dipole can induce a similar dipole in an atom close to it. In that moment there exist an interatomic force of attraction between these two atoms. These types of intermolecular forces are called London dispersion forces.
