Endemic fungi are restricted to only a few areas in the world. So if a traveler got infected on his trip, then when he came back to his country, where the fungi are not common, they probably don’t have knowledge of the fungi from the place that the traveler has been, and also to treat it, the homeland probably does not have the medications since the infection is not common there.
