However, it is a cost for the government in the long term. First, the government allocates most of its resources to health care. The resources allocated for other expenditures decrease. People who are guaranteed to have health care tend to be less involved in the production, and the tendency of individuals to exhibit behaviors that put their health at risk, such as smoking, increases. For this case, the economy would be less efficient.
a. Such a policy is line with the equality principle, since all people would be able to get best healthcare. But it would be inefficient because marginal benefit of maintaining additional health care resource ( eg. hospital bed or health care worker to ensure no waiting time ) would be less than marginal cost.
