a) They can feel more secure when everyone in the community is guaranteed to have the best health care. This may seem appropriate in terms of equality, if the poor people are less likely to have adequate health care, providing more health care will represent an improvement. However, it is a cost for the government in the long term. First, the government allocates most of its resources to health care. The resources allocated for other expenditures decrease. People who are guaranteed to have health care tend to be less involved in the production, and the tendency of individuals to exhibit behaviors that put their health at risk, such as smoking, increases. For this case, the economy would be less efficient.
