I disagree with what Admiral George Dewey said because the duty of a President does not end with enforcing the laws of Congress. As a good leader, he needs to ensure the good conditions of every aspect of life in his constituencies, such as economy, safety, foreign relations, poverty, corruption, and many more. He needs to study the situation of his people to give their needs. After all, the President is elected to serve his citizens and not just enforce the law.
