Explain why the neutralization reaction of a strong acid and a weak base gives a weakly acidic solution.

Reaction of strong acid (let's use HClHCl for example) and weak base (we will use NH4OHNH_4OH) gives salt and water:

HCl(aq)+NH4OH(aq)NH4Cl(aq)+H2O(l)HCl(aq)+NH_4OH(aq)\rightarrow NH_4Cl(aq)+H_2O(l)

Our salt, NH4ClNH_4Cl dissociates in water:

NH4Cl(aq)NH4+(aq)+Cl(aq)NH_4Cl(aq)\rightarrow NH_4^+(aq)+Cl^-(aq)

NH4+NH_4^+ is conjugated acid of weak base, and ClCl^- is conjugated base of strong acid. Strong acid or base are defined like one-way reactions - they are not reversible. So, their conjugated pairs do not react with water to go back on becoming the reactants. On the other hand, weak acid or base is defined like reversible reaction of dissociation witch means that a certain amount of conjugated pair does come back to becoming a reactant. That is the basic concept why conjugated pairs of weak acid or base in salts undergo a reaction with water - or rather said, hydrolyse. In our case, here is a reaction of hydrolysis:

NH4+(aq)+H2O(l)NH3(aq)+H3O+(aq)NH_4^+(aq)+H_2O(l)\rightarrow NH3(aq)+H_3O^+(aq)

In reaction of hydrolysis, one of the products is hydronium ion - witch means that the solution is acidic.
