Surface tension is proportional with cohesive attraction between water molecules. Strong cohesive forces between like molecules are reason for surface tension, which would be tendency of molecules to shrink into minimum surface area.

Since water is polar molecule, its particles are attracted by hydrogen bonds which are much stronger than dispersion forces in bezene molecule. Therefore, water has higher surface tension.
