The Russian tradition of the absolute power of the monarch developed under the influence of Mongol rule. The Mongol ruler - Khan had absolute power in his state and served as an example for the ruler of later Russian rulers. The first of such Russian rulers was Ivan the Great who broke the power of the boyars and consolidated his power and imposed himself as the heir to Byzantine power. His grandson Ivan the Terrible was first called Tsar, the Russian word for Emperor.
