Luisa Moreno was a community activist and a community organizer in the United States. Before coming to Guatemala in 1950, she organized employees, led protests, published pamphlets in Multiple languages, and held the 1939 Congreso de Pueblos de Habla Espaola, the "first nationwide Latino human rights forum". They, like other organizations, advocate for the rights of minorities. Minority rights include the right to live, the right to be free from unjust treatment, the right to protect and promote one's individuality, and the right to participate in national politics.
