The ice cube, alone, is directly in contact with the surroundings, therefore, it would be easy to increase its temperature. However for the ice cube with wet towel, the surroundings need to increase first the temperature of the wet towel since it is the object in contact first with the surroundings, then after it could only make the ice cube melt.
