It is possible to make a magnifying lens to focus sunlight as converging lens does, but it would have different focal length because of the ice. Heat capacity of ice is smaller than water so equal amount of heat will rise the temperature of ice more than water, so for starting a fire the magnifying lens made of ice would have to be quite big, because the greater the mass, more heat from the sunlight needs to be directed to lens so the lens could be melted.
