I think that advertisers design both types of ads, depending on which reaction they want to achieve. Some ads are designed to trigger the mind and critical thinking, especially ads that are promoting sales or buying of groceries in supermarkets etc. But on the other hand, there are advertisers who want to reach out to people's emotions. Those kind of ads usually stay longer in our memory because of the feeling they evoked. Emotions are usually triggered by music or lovely scenes. When something made you feel nice, or comfortable, or generally overwhelmed with warm feelings, it makes you want to try it and buy it.
