When salt is dissolved, it separates on Na+Na^{+} and ClCl^{-} ions. Due to influence of electrodes, charged ions move toward opposite charged electrode. This directed ion movement allow current to flow trough solution, which is called conducting.

When sugar is dissolved, it separates on neutrally charged molecules, which makes impossible for current to flow.
