Plants in the Earth photosynthesize, which means that they capture the atmospheric carbon dioxide and produce oxygen. This process can be attributed to the compound called chlorophyll, which gives the green color to some parts, such as the leaves of the plants. In winter, most of the plants do not have leaves and therefore they contain much less chlorophyll, so they photosynthesize less and less carbon dioxide turns to be oxygen. Hence, there is more carbon dioxide (and less oxygen) in the air in winter, so its partial pressure will also be larger.
